Military Outstanding Volunteer Service Medal . a. The MOVSM was established by EO 12830, 9 January 1993, as amended by EO 13286, 28 February 2003. It may be awarded to Servicemembers of the Armed Forces of the United States and their RCs who, subsequent to 31 (AR 600-8-22, DA Form 638) Fact Sheet The Military Outstanding Volunteer Service Medal was established by Executive Order 12830, dated 9 January 1993. The regulation was revised on 25 June 2015. Criteria: Awarded to members of the Armed Forces of the United States who perform Ar 600 8 22.
